International Courts, Sanctions and Frozen Assets of the Russian Federation: Interview with Attorney Oleksandr Chernysh

Vice President of the Ukrainian National Lobbyists Association Oleksandr Chernykh: “Frozen Russian assets can become a resource for rebuilding Ukraine”

In the studio of United Action TV (London), Anna Yurchenko, a journalist of the Pryamyi TV channel, spoke with Oleksandr Chernych, a lawyer, Chairman of the Committee on Enforcement of Decisions of the Ukrainian National Bar Association and Vice President of the Ukrainian National Lobbyists Association.

During the interview, we discussed:

  • Ukraine’s current cases in international courts against Russia;
  • key challenges and mistakes in legal processes;
  • new sanctions packages by the EU and the UK;
  • penalties for violation of sanctions and their imposition;
  • fighting money laundering and circumventing sanctions through cryptocurrency exchanges.

Particular attention was paid to the issue of frozen Russian assets – £25 billion in the UK and about £400 billion worldwide. According to Chernykh, these funds could become an important source of financing for Ukraine’s reconstruction.

“The confiscation of Russian assets and their transfer to the benefit of Ukrainians should be not only a legal but also a political decision. It is a matter of justice and restoration of the international legal order,” emphasized Chernykh.

The expert also assessed the prospects of confiscating the property of Russian oligarchs in the UK in favor of Ukraine, emphasizing that this process has a real chance of success, provided that international partners consolidate and have proper legal preparation.
