On March 19, 2026, the Ministry of Social Policy, Family and Unity of Ukraine hosted the first meeting of the Working Group, which addressed key organizational and methodological issues of corruption risk assessment and preparation of the anti-corruption program for 2026-2028.

During the meeting, the participants discussed and agreed on basic approaches to organizing the work, including a training for the members of the Working Group, which included a discussion between representatives of the public and the Ministry, and further defined procedures for internal interaction and division of functions. Particular attention was paid to reviewing and approving the corruption risk assessment plan, which provides for a comprehensive analysis of the Ministry’s activities, including a study of functions, regulations, results of previous inspections and audits, as well as a study of the practice of applying legislation.

The approved draft work plan provides for a phased assessment of corruption risks with clearly defined deadlines, responsible persons, and performance indicators. In particular, the key stages include identifying potentially corruption-vulnerable functions and processes, analyzing internal and external stakeholders, summarizing the results of audits and court practice, and creating a register of corruption risks and identifying measures to address them.

An important tool in the evaluation process will be an anonymous survey of both the Ministry’s employees and external stakeholders. This approach will provide objective information and ensure an appropriate level of stakeholder involvement in the evaluation process.

Involvement of a representative of the Ukrainian National Lobbyists Association in the work of the Working Group is an important step in ensuring transparency, professionalism and independence of the corruption risk assessment process. It also contributes to the implementation of modern approaches to anti-corruption policy formation based on the principles of openness, accountability and effective interaction between the state and civil society.

The Ukrainian National Lobbyists Association will continue to contribute to the formation of an integrity environment of public administration and the development of institutional mechanisms for preventing corruption in Ukraine.
