UNLA contributed to the development of the concept of digital elections and security of the electoral process in Ukraine

The V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, with the participation of the Ukrainian National Lobbyists Association, hosted a large-scale scientific and expert roundtable discussion on digital and electronic elections.

In parallel, a separate professional event was also held to develop a concept for protecting the electoral process from external threats. Taken together, these events are of key importance for the development of Ukraine’s modern electoral doctrine in the wartime and postwar period.

Formation of a new electoral doctrine

The event brought together leading scholars, representatives of the parliament, the Central Election Commission, and experts in law and cybersecurity.

The participants discussed strategic approaches to the digitalization of the electoral process, in particular:

  • ensuring cybersecurity and protection of electoral infrastructure;
  • balance between the convenience of electronic voting and guarantees of anonymity;
  • building public trust in digital tools;
  • distinguishing between the concepts of electronic and digital elections;
  • Adapting international experience to Ukrainian realities;
  • amendments to the electoral law are needed.

Security and economic dimension

Particular attention was paid to the security component of organizing elections in a time of war, including the risks of cyberattacks, energy challenges, and the cost of implementing digital solutions.

Experts emphasized that the digitalization of elections is a complex ecosystem that requires synchronization of legal, technological and organizational solutions.

The role of UNLA

The Ukrainian National Lobbyists Association, together with the Institute of State and Law and with the support of the Board of Trustees, is involved in the development of conceptual approaches to updating the electoral legislation.

The participation of the UNLA in such events is aimed at preparing high-quality regulatory decisions and their further implementation at the parliamentary level.

Next steps

Based on the results of the discussion, expert recommendations are being prepared to form the basis for a safe, modern and effective model of elections in Ukraine.

The formation of such a model is an important element in the development of democratic institutions and ensuring public confidence in the electoral process in the postwar period.
