Natalia Lisnevska will coordinate medical affairs on the UNLA Ethics Council
The Ukrainian National Lobbyists Association announces the strengthening of the organization’s expert capacity in the field of healthcare. Natalia Lisnevska—an attorney, PhD, expert in medical law, and specialist at the intersection of law, psychology, management, and biosafety—is joining the UNLA Ethics Council.
As part of the Ethics Council’s activities, Natalia Lisnevska will coordinate lobbying efforts in the medical field, specifically regarding the legal regulation of the healthcare system, the protection of the rights of healthcare workers and patients, and the development of professional standards in the field of medical law.
Comprehensive Expertise in Medical Law
Natalia Lisnevska has many years of professional experience in the field of medical law and legal support for the healthcare sector. Her practice includes:
- protecting the rights of healthcare workers and patients;
- analysis of legal risks in medical practice;
- regulating the “doctor-patient” relationship;
- issues of professional responsibility in medicine;
- healthcare process management;
- system reform and government policy in this sector.
From 2014 to 2015, Natalia Lisnevska served as Deputy Minister of Health of Ukraine. As part of her work at the Ministry of Health, she participated in the development and implementation of state policy, coordinated cooperation with other government agencies, and chaired and served on relevant commissions, including the Licensing Commission of the Ministry of Health of Ukraine.
Her involvement in the processes of licensing, accreditation, and reform of the healthcare system is confirmed by official documents from the Ministry.
The Intersection of Law, Management, and Psychology
Natalia Lisnevska’s professional background combines legal practice, management experience, and academic work. She holds a PhD in psychology, a master’s degree in law, and a degree in psychology from Taras Shevchenko National University of Kyiv.
This interdisciplinary approach makes it possible to develop systematic solutions in the field of medical law and to effectively address the complex challenges facing the industry.
Educational and Expert Activities
Natalia Lisnevska is the author of educational programs and professional materials on medical law, and is also actively involved in educational activities. She conducts:
- professional webinars and intensive courses;
- training for healthcare professionals on legal risks;
- workshops on medical law;
- programs for developing communication skills in the medical field.
Another area of focus is Natalya Lisnevskaya’s law school, which focuses on practical case studies and contemporary challenges facing the healthcare system.
In 2025, she served as a speaker at a scientific and practical event organized by the Ministry of Health of Ukraine, which focused on the regulation of artificial intelligence in medicine in comparison with practices in the EU and the U.S.
