Lobbyists’ activities officially started in Ukraine: first registrations and creation of a specialized association

On September 1, the law “On Lobbying” came into force in Ukraine, and the Lobbyist Transparency Register was launched at the same time. From now on, individuals who influence decision-making must register as lobbying entities and act in accordance with clear set of rules, the NACP reports.

As the system is launched, the first public statements on registration appear. In particular, Oleksandr Chernykh announced that he had registered as a lobbying entity and joined the National Association of Lobbyists. He wrote about this on his Facebook page.

Context. Law No. 3606-IX regulates the interaction between business, the public and the government, sets requirements for transparency, reporting and maintaining an open registry. The registry itself and the new rules came into effect on September 1, 2025.

It was also announced that the National Association of Lobbyists would be established to unite market participants and promote ethical standards in the profession.

What’s next? According to the NACP, everyone who engages in lobbying (i.e., influencing or attempting to influence the authorities on decisions and regulations) must obtain the status of a lobbying entity and submit information to the Register after authorization. Violation of the rules entails liability under the law.
