The Ukrainian National Lobbyists Association has started its work: The era of transparency and integration of science

A landmark event has taken place in Ukraine that is expected to change the culture of interaction between business, the state and society – the Ukrainian National Lobbyists Association (UNLA) has officially started its work.
This is the first professional association to develop transparent, ethical and responsible lobbying standards in Ukraine in line with European practices of fair influence on public policy.

Partnership with science and education

One of the key activities of the Association was the creation of the Board of Trustees, which included leading scientists, educators and experts in public administration and public policy.
The Board aims to ensure synergy between lobbying practice, research, and educational initiatives, contributing to the development of the Ukrainian school of lobbying as an element of a democratic society.

“We want lobbying in Ukraine to stop being a shadowy phenomenon and become an open tool for effective dialogue between business, government and civil society. That is why the integration of science and education in this area is a strategic priority of the UNLA,” the Board of the Association noted.

Open format of cooperation

To develop partnerships with higher education institutions, the Ukrainian National Lobbyists Association has developed an open Memorandum of Cooperation, which provides for joint work on educational programs, research and implementation of European ethical standards.
The UNLA Board of Trustees calls on universities, research institutions and expert communities to join the cooperation aimed at training a new generation of professionalsprofessional, transparent and honest lobbyists.

“We are forming an institution that unites professionals, universities and civil society around a common goal – to create a civilized lobbying market in Ukraine,” the UNLA emphasized.

Context

The Association’s activities are in line with the principles laid down in the Law of Ukraine “On Lobbying” adopted in 2024. The law paved the way for the emergence of a new profession in Ukraine – lobbyist, and the UNBA became an institutional platform for its formation, regulation and self-regulation.
