The UNLA Board of Trustees has identified the key topics of the training course “LOBBYISM AND ADVOCACY: THE ART OF INFLUENCING PUBLIC POLICY”
On October 17, the Board of Trustees of the Ukrainian National Lobbyists Association (UNLA) successfully held a regular meeting, during which the key topics of the Presentation Lecture of the new educational course “LOBBYISM AND ADVOCACY: THE ART OF INFLUENCING PUBLIC POLICY”. This step was part of the preparation for the course presentation, which is scheduled for early November 2025.
The large-scale training project initiated by the UNLA aims to provide in-depth knowledge and practical skills in the field of legal and ethical lobbying, emphasizing its role in shaping public policy.
The meeting of the Board of Trustees was attended by leading experts and scholars whose experience and knowledge will ensure a high level of course content:
Oleksiy Shevchuk is a doctoral candidate in law at the Ukrainian Free University (Munich) and the V.M. Koretsky Institute of State and Law.
Iryna Shapovalova is Deputy Chairman of the Board of the National Association of Lobbyists of Ukraine.
Yana Tsymbalenko – Associate Professor of the Department of Theory and Practice of Management of Igor Sikorsky Kyiv Polytechnic Institute, PhD in Public Administration, authorized person for the prevention of corruption, Honored Education Worker of Ukraine, Academician of the Academy of Political and Legal Sciences, doctoral student of KNEU.
Liudmyla Kozhura is a Doctor of Law, Professor, Director of the Vadym Hetman Kyiv National Economic University Law Institute.
The new educational course of the Ukrainian Lobbyists Association “LOBBYISM AND ADVOCACY: THE ART OF INFLUENCE ON PUBLIC POLICY” is structured in detail to cover all key aspects of professional activity, starting with the ethical and diplomatic foundations of lobbying, where Irina Shapovalova will reveal professional integrity, diplomatic basics, rules of etiquette and requirements for professional activity, including avoidance of conflicts of interest.
The Legal Aspects and Instruments of Influence block, led by Professor Liudmyla Kozhura, will focus on the theoretical and legal framework, clearly defining the object, subject and subject of lobbying, conducting a comparative analysis of regulatory frameworks in foreign countries, and teaching how to use the media and social networks to advocate for interests.
And ending with a critical module on corruption prevention, led by Associate Professor Yana Tsymbalenko, which will analyze the points of intersection between corruption and lobbying, as well as present mechanisms for distinguishing legal lobbying from corrupt practices to ensure transparency and legitimacy of influence on public policy.
This training course is a response to the public demand for transparency, legalization and professionalization of lobbying activities in Ukraine. By presenting a part of the course in early November, the Ukrainian National Lobbyists Association reaffirms its commitment to the principles of integrity and efficiency in the field of advocacy. Professional training will help Ukraine build a more transparent and accountable decision-making system that meets European standards.
