NALU's official statement on the European Parliament's initiative on the minimum age of access to social networks

OFFICIAL STATEMENT of the Ukrainian National Lobbyists Association on the European Parliament’s initiative to set a minimum age for access to social media

On November 26, 2025, the European Parliament adopted a report calling for the introduction of a unified minimum age of 16 in the European Union for access to social media, video platforms, and digital AI services, as well as the prohibition of the most harmful and addictive digital practices aimed at minors.

The Ukrainian Lobbyists Association fully supports this initiative of the European Parliament and considers it an important step towards the formation of a safe, ethical and responsible digital environment.

European recommendations provide:

  • setting the minimum age of access to social networks at 16 years;
  • access for children aged 13-16 only with parental consent;
  • banning the most harmful elements of digital design, including autoplay, infinite scroll, dark patterns, and intrusive recommendation algorithms;
  • ban targeted advertising and influencer marketing aimed at minors;
  • increased responsibility of digital platforms for child protection, including personal responsibility of company executives;
  • implementation of accurate and private age verification systems.

In the context of Ukraine’s European integration and adaptation of national regulation to EU standards, the Ukrainian National Lobbyists Association declares

1. UNLA officially supports the European Parliament’s proposals to reform the rules of digital safety for children.

2. The Ukrainian lobbyists’ office in Brussels is already starting consultations with European institutions to agree on approaches that can be implemented in Ukraine.

3. The EBA will recommend that the Verkhovna Rada of Ukraine and relevant committees consider the possibility of adapting the proposed European norms to national legislation.

4. 4. The UNLA is ready to provide expert, analytical, regulatory and methodological support to the Ukrainian authorities in the development of relevant legislative changes.

5. The UNLA believes that the protection of minors online is a matter of national security, digital health of society and the state’s responsibility to the younger generation.

The Ukrainian National Lobbyists Association will continue to work on establishing transparent and European standards in the field of digital policy and advocacy, promoting the formation of modern legislation that will protect children and support the development of an ethical digital space in Ukraine.
