The Ukrainian National Lobbyists Association summarizes the results of the first three months of work
The Ukrainian lobbying institution is experiencing its historic birth. While skeptics predicted difficulties in implementing the new legislation, the Ukrainian National Lobbyists Association (UNLA) has not only adapted to the new conditions in the first three months of its work, but has led the process of fundamental transformation of relations between business and the state.

Summarizing the results of the first quarter, the following becomes obvious: NALU has taken on the role of the main leader in creating a transparent market of influence and developing its “moral code” in the context of the new Law of Ukraine “On Lobbying”.
Expert advocacy: the foundation of knowledge and new standards
This area has become the heart of the UNLA’s activities, as it is here that the rules of the game and the scientific basis for the new profession are formed. The key achievement was the combination of practical explanations with a deep analytical approach.
1. A fundamental study of the industry A group of analysts from the NALU Brussels Office, led by O. Kamenets, presented the first large-scale study in Ukraine “History and Status of Lobbying in Ukraine”. This is not just a report, but a scientific foundation that:
- Analyzes the evolution of business and government interaction in Ukraine.
- He draws parallels with the world’s best practices.
- It serves as an industry passport for international institutions and investors, proving the maturity of the Ukrainian market.
2. Terminological and ethical clarity In its function as a professional regulator, the UNBA has issued official clarifications that lay the foundation for an ethical culture:
- Distinguishing between lobbying and advocacy: It is clearly defined that lobbying is a formalized activity “from within” the power processes, while advocacy is a tool of public influence “from outside”.
- The triad of “Transparency, Integrity, Ethics”: Provides an official interpretation of these terms as mandatory guidelines for every professional registered under the new legislation.
The explanations were provided by Iryna Shapovalova, a legal scholar, practicing attorney and Deputy Chairman of the Board of the Ukrainian National Lobbyists Association.
Higher School of Lobbying: From Theory to Parliamentary Practice
In December 2025, the Ukrainian League of Lobbyists officially launched a new practical format of professional education. The Higher School of Lobbying has become a platform for lively discussion, where theory is combined with real cases of parliamentary work.
- December 5, 2025: The first practical lesson was held with the participation of MP Serhiy Vlasenko. This meeting was the start of a new professional tradition – a direct dialog between lawmakers and lobbyists.

- December 15, 2025: The second landmark meeting was held with the participation of Valentyn Nalyvaichenko, Member of Parliament of Ukraine. The discussion focused on security aspects, international experience of interaction with interest groups, and the transition of the industry from shadow influence to a transparent professional industry.

Institutional framework and self-regulation
Within three months, the UNLA brought together more than 20 leading experts in the fields of lobbying, law and advocacy. The main innovative solution was the launch of the institution of the Anti-Corruption Commissioner, which allowed us to bring internal self-regulation processes in line with the strict requirements of the European Union.
Protection and educational base of the profession
NALU has taken an active position in the dialogue with the authorities, publishing a number of appeals to protect the independence of the profession and prevent administrative pressure on lobbyists. At the same time, a powerful educational program was created to train the new generation of lobbyists:
- Higher School of Lobbying (7 specialized modules).
- Lobbying and Advocacy: The Art of Influencing Public Policy (90 academic hours).
Coalitions for development
Creating a civilized market is impossible without synergy with key players. The Association has signed four strategic memorandums: with the Ukrainian League of Industrialists and Entrepreneurs, the National Association of Polygraph Examiners of Ukraine, and the Mamutov Institute of Economic and Legal Studies of the National Academy of Sciences of Ukraine. This is an association of science, industrial business and security standards.

“We are building not just a new profession in Ukraine – we are building a new culture of decision-making. Transparent, professional and ethical lobbying is a fundamental requirement of modern European democracy. The first three months of the UNBA’s activity have proved that the professional community is ready for this transition,” said Oleksiy Shevchuk, Chairman of the UNLA Board.
