Tax Service should be subordinated to the BES for systemic reform of fiscal policy – Oleksiy Shevchuk
Oleksiy Shevchuk, Chairman of the Board of the Ukrainian National Lobbyists Association, said that it is necessary to restructure the system of economic security of the state and to subordinate the tax service to the Bureau of Economic Security of Ukraine.
According to him, the UNLA has proposed changes to the BES reform project, in particular, the introduction of mediation procedures in cases of tax evasion.
“Then it will be much easier to move forward with the reform of mediation procedures and updating the approach to fiscal policy. Today, everyone is tired of this archaism, and it may be necessary to radically subordinate the tax service to the BES and create an administrative and law enforcement unit,” said Oleksiy Shevchuk.
He believes that such a model will reduce systemic pressure on business, increase the effectiveness of response to economic offenses, and ensure a more balanced approach to protecting the rights of entrepreneurs.
The UNLA emphasizes that the reform should include not only a change in institutional subordination, but also an update of approaches to fiscal policy, including the introduction of pre-trial settlement and mediation tools.
Earlier, the National Association of Lobbyists of Ukraine developed an alternative draft law on the introduction of VAT for individual entrepreneurs. The initiative is aimed at protecting small and medium-sized businesses in the context of martial law and post-war recovery.
