The Ukrainian National Lobbyists Association held an expert discussion of the draft Statehood Code

Kyiv hosted a professional expert discussion of the draft Statehood Code and related provisions on the formation of modern veteran policy. The event was organized by the Ukrainian National Lobbyists Association as a professional platform for meaningful discussion without populism and political declarations, which is exactly the purpose of the Association: to develop high-quality, systematic legislative solutions based on expert dialogue.

The discussion focused on the idea of codifying legislation in the field of statehood protection and defining a clear legal status for Ukraine’s defenders. The participants emphasized that the future Code should become a fundamental act that will ensure systemic protection of all defenders of the country, define their rights, guarantees, standards of state responsibility, and harmonize the relevant mechanisms with international standards. It is not only a normative innovation, but also the creation of a holistic legal architecture that strengthens the institutional stability of the state in the context of war and post-war transformation.

The main discussion took place with the participation of Taras Tarasenko, MP, Oleksiy Shevchuk, Chairman of the Board of the Association, Vasyl Kostytskyi, Academician, Lyudmyla Kozhura, Doctor of Law, Inna Silantieva, moderator of the event, Oleksandr Chernykh, member of the Board of the Association, Yaroslava Melnyk, scholar, Serhiy Lysenko, attorney, Yulia Krylova, and Olga Taniushkina. The discussion focused on the conceptual foundations of the Code, mechanisms for protecting statehood, guarantees for state defenders and compliance with international humanitarian law.

The event was attended by representatives of the academic community, the security sector and public administration, including experts from Vadym Hetman Kyiv National Economic University, Taras Shevchenko National University of Kyiv, IAPM, the Institute of Lawmaking and Scientific and Legal Expertise of the National Academy of Sciences of Ukraine, the Ministry of Defense of Ukraine, the General Staff of the Armed Forces of Ukraine, as well as representatives of the Diplomatic Legal Hub.

Following the meeting, it was emphasized that the development of the Statehood Code is a strategic step to consolidate legal mechanisms for protecting the state and ensuring the proper legal status of all those who stand in its defense. That the current version of the Code needs to be significantly revised in order to properly regulate, without populist declarative norms, the status and guarantees for the defenders of the state. Perhaps the adoption of an interim law that will address the immediate needs is a compromise solution, but the Code should be adopted and the Ukrainian National Lobbyists Association should be involved in organizing the process of communication between stakeholders, civil society, academics and legislators. Such professional events form a high-quality legislative product and are in line with the main mission of the Association – to be a platform for professional, responsible and meaningful discussion in the interests of the state.
