UNLA Ethics Council: the standard of the profession and trust in lobbying in Ukraine

Formation of a new lobbying culture in Ukraine
Ukraine is in the process of systematically establishing the institution of lobbying as an integral part of democratic governance. The Ukrainian National Lobbyists Association (UNLA) is a key platform that shapes professional standards, unites the expert community and ensures the development of a transparent dialogue between the state, business and society.
As part of the institutional development of the UNLA, the Ethics Council was established as a body that determines the ethical policy of the profession, ensures compliance with integrity standards and creates a culture of responsible lobbying.

Purpose and role of the Ethics Council
The Ethics Council is working to build trust in the lobbying institution through:
- implementation of high ethical standards
- ensuring transparency of interaction
- Developing a culture of responsible impact
The Council combines a regulatory approach with practical mechanisms to apply ethical principles in real-life cases.
Main areas of work
The Council’s activities are focused on three key areas:
Conflict of interest – identifying, analyzing and preventing risks of influencing decision-making.
This is the area of my responsibility as a member of the Ethics Council.
Violation of ethical standards – reviewing complaints, verifying facts and forming ethical opinions.
Development of the profession – implementation of standards, development of the legislative framework and integration of international experience.
Modern lobbying is not only a tool of influence, but also a tool of responsibility.
The Ethics Council of the Ukrainian National Lobbyists Association shapes the environment in which:
- decisions are made transparently
- interaction is open
- the influence is virtuous
And this is the basis for the formation of civilized lobbying of the European level in Ukraine.
