UNLA Proposes a New Model for Protecting Foreign Investments in Ukraine’s Industrial Parks
The Ukrainian National Lobbyists Association has launched a series of professional discussions on legislative changes aimed at enhancing the investment attractiveness of Ukrainian industrial parks, protecting foreign businesses, and creating predictable conditions for investors. Key proposals include the introduction of an industrial park operator, the expansion of opportunities for ad hoc international arbitration, and a new “4-for-4” tax model.
On October 30, 2026, the Ukrainian National Lobbyists Association held its first workshop as part of a large-scale initiative to improve legislation on industrial parks and establish effective mechanisms for protecting foreign investments.
The event took place at the Ukrinform news agency in Kyiv and focused on the topic “Ukraine’s Industrial Parks as Free Economic Zones for Foreign Business and Industrial Revitalization.”
UNLA emphasizes that Ukraine has significant potential to attract foreign capital through the development of industrial parks. At the same time, the availability of land plots, engineering infrastructure, and tax incentives is not enough to build long-term trust among international businesses.

Legal certainty, a predictable regulatory environment, and access to effective dispute resolution mechanisms should be key conditions for attracting investors.
Three Key Legislative Proposals from UNLA
As part of its efforts to develop a new model for the operation of industrial parks, the Association proposes three fundamental legislative changes.
1. An industrial park operator operating on a “one-stop shop” basis.
It is proposed to establish the institution of a specialized operator—a separate legal entity that will provide comprehensive support to non-resident foreign investors in Ukraine.
Such an operator must have an established network of professional partners: attorneys, private enforcement agents, patent attorneys, auditors, accountants, logistics companies, and other specialists.
The proposed model calls for a single coordination center for all necessary services, based on the principle of “one window, one payment, full support.”
This will allow foreign businesses to focus on setting up production facilities, making investments, and developing their enterprises, while minimizing administrative and organizational barriers.
2. Expanding the scope of ad hoc international arbitration.
The second proposal concerns strengthening legal protection for foreign investors through international dispute resolution mechanisms.
UNLA proposes to expand, through legislation, the scope of application of ad hoc arbitration in land, contractual, and commercial disputes that, under the law, may be subject to arbitration.
The aim is to establish additional safeguards ensuring foreign businesses’ access to independent arbitration, clear dispute resolution procedures, and the proper enforcement of arbitral awards.
3. The “4 by 4” tax model.
The third area is improving the system of tax incentives for investors.
The Association proposes considering the introduction of a special transitional regime following the expiration of the 10-year income tax exemption period provided for by law for investors who meet the established requirements.
Under the proposed model, the tax burden will gradually increase by four percentage points each year over the next four years, within the framework of a regime specifically defined by law.
The purpose of this proposal is to avoid a sharp increase in tax liabilities after the grace period ends and to enable investors to engage in long-term financial planning.
At the same time, this legislative initiative requires further economic modeling and coordination with Ukraine’s tax system.
From Professional Debate to Comprehensive Legislative Reform
The proposed mechanisms are only part of a broader program of legislative changes being developed by the Ukrainian National Lobbyists Association.
Among the areas to be addressed are guarantees of land rights, intellectual property protection, international investment insurance, arbitration clauses, mechanisms for compensation for losses, and state liability to investors.
The association plans to continue a series of professional discussions involving lawyers, economists, representatives of international business, investors, arbitration experts, and lawmakers.
The goal of this project is to develop a comprehensive investment framework that will enable Ukrainian industrial parks to become a competitive hub for international business, the development of manufacturing, and the restoration of the country’s industrial potential.
We are convinced that a country’s investment attractiveness is determined not only by the number of tax incentives, but above all by the level of legal protection for capital, the stability of regulations, and the effectiveness of government institutions.
The Ukrainian National Lobbyists Association continues its efforts to turn professional discussions into concrete legislative decisions.
