From shadow to transparency: The National Association of Lobbyists of Ukraine is forming new rules of the game

Business Receives official guides: Ukrainian National Lobbyists Association announces first steps

On September 16, 2025, Kyiv hosted a presentation of the Ukrainian National Lobbyists Association (UNLA), a professional association that aims to promote investment, support business, and create transparent rules for lobbying.

Management and composition of the UNLA

Oleksiy Shevchuk, attorney-at-law, Chairman of the UNLA Information Policy Committee, was elected as Chairman of the Board of the Association. Attorney Vitaliia Globa was appointed as the Executive Director.

The NALU is composed of leading lawyers and experts:

  • Vice-President of the Association, Head of the Ukrainian Bar in the UK Oleksandr Chernykh;
  • Olga Prosyanyuk, Managing Partner of AVER LEX Law Firm;
  • Managing Partner of Leshchenko & Partners Law Firm Oleksandr Leshchenko;
  • Chairman of the National Association of Arbitrators Oleksandr Bondarchuk;
  • international lobbyist Artem Samorodov;
  • UNLA representative in Brussels, President of the European Facilitation Platform Oleksandr Kamenets.

The training of future lobbyists at the Association will be overseen by a well-known lawyer Iryna Shapovalova.

Tasks and mission

Ukrainian National Lobbyists Association:

  • promotes the development of the investment climate in Ukraine;
  • provides professional support to businesses and international companies;
  • sets standards for lobbyists’ activities;
  • represents Ukrainian business internationally.

“The lobbying profession is a new stage for Ukraine. It creates transparent business support mechanisms, opens the door to large investments, and helps to avoid shady schemes. From now on, business has official guides,” said Oleksiy Shevchuk, Chairman of the UNLA Board.

International activities

The Association has already established representative offices in London and Zurich, and will soon present a report on Ukraine’s lobbying system to the European Parliament and the United States. A roundtable discussion with American and European lobbyists is also planned.

How to join

Only individual lobbyists can become members of the UNLA. To become a member, you must:

  1. Send a letter to the official UNLA e-mail – [email protected];
  2. Prepare a motivation letter.
  3. Be included in the Lobbyist Transparency Register maintained by the NACP.

Next steps

In the near future, the UNLA’s working group will hold a meeting to establish professional standards for lobbyists in Ukraine.
