Higher School of Lobbying opened in Kyiv – a new stage in the development of the profession in Ukraine
Yesterday, on November 7, 2025, in the heart of Kyiv, we inaugurated the Higher School of Lobbying in accordance with the best international standards.
The event at the Hyatt Regency Kyiv brought together more than 100 guests, including 50 MPs, diplomats, representatives of international business and academic institutions.
“Ukraine has all the prerequisites to become a center of modern, civilized lobbying. We are creating not only a training platform, but also a professional ethical system,” said Oleksiy Shevchuk, Chairman of the Board of the Ukrainian National Lobbyists Association.
A special feature of the opening was the participation of American and British lobbyists, who for the first time officially joined the educational process in Ukraine.
At the opening, the international program Kyiv-Brussels-Washington was presented, which aims to train experts capable of promoting Ukraine’s interests at the level of European and American institutions.
“A modern lobbyist works not with shadows, but with light – with facts, analytics and open communications,” emphasized Liudmyla Kozhura, Doctor of Law, Professor at KNEU.
“We, the team of the Ukrainian National Lobbyists Association, believe that influence is not about power, but about responsibility. That is why we have created the 10 Lobbyist’s Commandments, where every word is born from experience, and every principle is born from the belief that integrity has the power to change the world,” said Iryna Shapovalova, lobbyist and Deputy Chairman of the Board of the Ukrainian National Lobbyists Association.
“Shadow lobbying is not about influence, it is about manipulation. And that is why we have to oppose it with a civilized, open school of lobbying,” emphasized Yana Tsymbalenko, associate professor at Igor Sikorsky Kyiv Polytechnic Institute.

Lobbying is not about pressure, it is about the art of negotiation. We stand for responsibility for the decisions that shape our common tomorrow, because every decision, every word and every step of a lobbyist should make the world a little more fair, transparent and humane. Because the most valuable result is not a deal or numbers, but a world that has become better because of our contribution.
The Higher School of Lobbying is a modern educational platform for creating a new culture of influence, where knowledge, ethics and partnership become key principles of state development.
