Development of a professional standard for lobbyists has begun in Ukraine
The Ukrainian National Lobbyists Association has started working on the development of the professional standard “Lobbying Professional (Lobbyist)”. The development of standards is carried out in accordance with the requirements of the Resolution of the Cabinet of Ministers of Ukraine No. 373 of May 31, 2017, which provides for the formation of a working group of representatives of state bodies, employers, business associations, academic institutions and the expert community.
The working group was headed by Serhiy Lysenko, Doctor of Law, Doctor of Public Administration, Professor, Director of the IAPM Educational and Research Institute of Law and Security, a scholar and expert in the field of security and information law, author of numerous scientific papers, combatant and veteran of the Russian-Ukrainian war.
Representatives of government agencies, the business community, and academic institutions joined the work on the standard. In particular:
- National Agency for the Prevention of Corruption;
- European Business Association;
- Office of Lobbyists LLC;
- National University of Ostroh Academy;
- Yaroslav Mudryi National Law University.
The formation of a professional standard is an important stage in the institutional development of lobbying in Ukraine. Thanks to the developments of the National Association of Lobbyists of Ukraine, the profession of lobbyist has actually been singled out as an independent field of professional activity.
The standard is expected to define the key competencies of lobbying professionals, ethical principles of the profession, requirements for training of specialists and the limits of their professional responsibility. This will help to create a transparent system of representation of interests, develop the professional community and strengthen interaction between the state, business and civil society.
