Working meeting of UNLA and USPP: how civilized lobbying is being formed in Ukraine

On March 18, 2026, a working meeting was held between the Ukrainian National Lobbyists Association and the Ukrainian League of Industrialists and Entrepreneurs with the participation of business representatives in the field of energy equipment production, as well as the National Association of Agricultural Advisory Services of Ukraine.

The key goal of the meeting

The key topic of the discussion was the development of effective mechanisms to protect the interests of Ukrainian producers, particularly in the field of energy equipment, as well as the identification of priority areas for further inter-institutional cooperation.

Participants emphasized the need to develop a systematic approach to representing business interests that will ensure sustainable economic development and increase the competitiveness of national producers.

The meeting was also attended by Liudmyla Kozhura, member of the Board of Trustees of the Ukrainian National Lobbyists Association, and Oleksandr Chernykh, member of the Board of Directors of the Ukrainian National Lobbyists Association.

Their participation contributed to a deeper elaboration of strategic approaches to forming an effective system of representation of business interests and strengthening institutional interaction between key stakeholders.

Main issues on the agenda

During the meeting, the participants discussed the current challenges faced by Ukrainian power equipment manufacturers. In particular, they discussed:

  • increased competition in the domestic and foreign markets;
  • the complexity of the regulatory environment;
  • the need to expand state support instruments;
  • the need to develop effective mechanisms to protect domestic producers.

Special attention was paid to developing a comprehensive scheme for protecting business interests both in the domestic market and internationally.

Results of the meeting

Following the discussion, the parties agreed to coordinate efforts in preparing analytical materials and forming consolidated positions of the business community.

Further elaboration of the necessary legislative changes aimed at creating favorable conditions for the development of Ukrainian production was identified as an important area.

This cooperation is aimed at creating a systematic mechanism for representing the interests of Ukrainian producers in the public administration and decision-making process.

Significance for the development of lobbying in Ukraine

The meeting was a practical example of how a culture of civilized lobbying is being formed in Ukraine – open, transparent and focused on balancing the interests of the state, business and society.

This is the approach consistently implemented by the Ukrainian National Lobbyists Association, adapting European standards of interaction between government and business to Ukrainian realities.

Experts emphasize that such initiatives are an important step towards establishing the institution of lobbying in Ukraine as a legitimate and effective tool for influencing public policy.

Establishing transparent rules of the game in this area will help to increase trust between the state and business, as well as strengthen the country’s economic stability.
