UNLA joined the discussion of the professional standard “Lobbyist” within the National Qualifications System
The Ukrainian National Lobbyists Association took part in an open discussion initiated by the National Qualifications Agency on the development of the National Qualifications System and the role of professional standards in this process.
The discussion took place against the backdrop of a public outcry over the development of the professional standard “Lobbying Professional (Lobbyist)”.

Positions of the parties
Two key positions were presented during the discussion:
- The developers of the professional standard support its implementation as a tool for determining competencies in the field of lobbying;
- representatives of the business community express reservations about the possible creation of additional regulatory barriers.
In this context, the Ukrainian National Lobbyists Association emphasized the need for a systematic approach to the discussion.
UNLA’s position
The UNLA emphasized the importance of conducting awareness-raising activities:
- the role of professional standards in the development of human capital;
- their functioning within the National Qualifications System;
- differences between the lobbying profession and related areas, in particular, activities in the field of interaction with public authorities.
Separately, the UNLA held a working meeting with the National Qualifications Agency and representatives of business associations to discuss these issues.

- Public Association “Ukrainian Lobbying Association”
- Unions of Ukrainian entrepreneurs
- Ukrainian Association of Tobacco Manufacturers “Ukrtiutiun”
- National Qualifications Agency.
Next steps
The discussion was held in a constructive professional format. At the same time, the parties agreed that the issue requires further consultations.
The meeting resulted in an agreement to continue the dialog and hold further discussions to develop agreed solutions.
The Ukrainian National Lobbyists Association will continue to take an active part in shaping approaches to the development of the lobbying profession and implementation of modern standards in this area.
