The Framework of the Lobbying Profession in Ukraine Has Taken Shape: Year-End Review and Next Steps
Over the past year, the Ukrainian National Lobbyists Association has been systematically working to establish and develop the lobbying profession. As of today, we can note a key achievement: the framework for the profession in Ukraine has effectively been established.
In a relatively short period of time—one that in other fields usually takes years—we have succeeded in establishing the basic elements of a professional ecosystem. Specifically, professional institutions and a labor union have been established, educational and training programs have been launched, and an infrastructure for training specialists has been developed.
At the same time, the profession is being institutionalized at the national level. This involves establishing its independent status, integrating it into relevant classifications, developing specific economic and statistical activity codes, and formulating approaches to a taxation model.
At the same time, certain aspects require further refinement. Nevertheless, a fundamentally important result has already been achieved: Ukraine now has a comprehensive working model for the lobbying profession and a foundation for its further development.
All in all, in less than 11 months, the process progressed from conceptual discussions about the model of Ukrainian lobbying to the actual formation of a professional community and its institutions.
The next stage of development is improving quality. This involves implementing professional standards, developing the education system, establishing ethical principles, strengthening self-regulatory mechanisms, ensuring transparency in operations, as well as international integration and the formation of a sustainable professional culture.
A separate strategic direction has been identified: the development of a related but distinct profession—that of a specialist in interactions with government authorities (GR specialist). Lobbyists and GR specialists share common traits, but they perform different functions within the system of interaction between business, society, and the government.
If 2025–2026 marked a period of institutionalization of lobbying in Ukraine, then 2027 should be the year when the profession of GR specialist is systematically established.
In this context, the professional community faces the challenge of creating a comprehensive ecosystem for GR: developing a professional standard, establishing an educational model, defining qualification requirements, introducing ethical principles, and clearly defining the role of a GR professional.
Lobbying in Ukraine is evolving into a full-fledged profession. The next step is the systematic development of the GR profession.
