The Ukrainian National Lobbyists Association and the State Regulatory Service have launched an institutional dialogue aimed at improving the regulatory environment
On October 8, 2026, a working meeting was held in Kyiv between representatives of the Ukrainian National Lobbyists Association (UNLA) and Nataliya Budchik, First Deputy Chair of the State Regulatory Service of Ukraine.
The meeting was attended by Vitaliia Nesterenko, Executive Director of the Ukrainian National Lobbyists Association (UNLA); Oleksandr Rudakov, a member of the UNLA Ethics Council; and Vladislav Hrytsenyuk, an attorney, lobbyist, and chair of the UNLA Odesa Chapter.
During the talks, the parties discussed the prospects for establishing systematic cooperation, improving the regulatory environment, and developing transparent mechanisms for interaction between the government, the business community, and the professional lobbying community.
One of the key topics of discussion was the creation of a communication platform between government agencies, business associations, industry associations, entrepreneur groups, and professional lobbyists.
In this context, UNLA can serve as an important institutional link between the business community and the government, helping to systematize the issues facing various sectors of the economy, consolidate the positions of stakeholders, and address these issues in a professional manner.
This approach will make it possible to move from isolated appeals by representatives of individual industries to a systematic and well-reasoned dialogue on improving government regulatory policy.
The meeting participants paid particular attention to issues related to the taxation of lobbying activities, the need to establish clear legal and economic conditions for conducting such activities, and the elimination of regulatory uncertainty that could hinder the development of a professional lobbying market in Ukraine.
Among the promising areas of cooperation is the involvement of industry experts, representatives of business associations, and labor unions in analyzing regulatory issues and developing well-founded proposals for resolving them.
Following the meeting, an agreement was reached to develop a framework for future cooperation between the UNLA and the State Regulatory Service of Ukraine.
The future concept should identify priority areas for cooperation, formats for expert consultations, and mechanisms for addressing issues that arise in the operations of business entities and specific economic sectors.
Such cooperation takes on particular significance in the context of martial law, the need to support Ukrainian businesses, economic recovery, and the adaptation of the national regulatory environment to European standards.
The dialogue that has been initiated is a significant step toward establishing an open and professional framework for cooperation, under which business issues will receive appropriate expert assessment, and government agencies will receive systematic and well-founded proposals for improving regulatory policy.
The Ukrainian National Lobbyists Association continues to work toward the development of transparent and professional lobbying as a tool for representing interests, improving the quality of government decisions, and strengthening trust between business, society, and the government.
