UNLA and UNBA are calling on the professional community to participate in developing changes to the taxation of lobbying activities
Oleksiy Shevchuk, Chairman of the Board of the Ukrainian National Lobbyists Association, participated in a meeting of the Committee on Lobbying of the National Bar Association of Ukraine, which was devoted to discussing current issues related to the legal regulation of lobbying activities.
Representatives of the State Regulatory Service of Ukraine, the State Tax Service of Ukraine, and the Verkhovna Rada Committee on Finance, Tax, and Customs Policy also joined the effort.
The key topic of the meeting was the development of approaches to the taxation of lobbying activities and the need to draft amendments to the Tax Code of Ukraine, taking into account the specific nature of lobbying entities’ activities.
The participants emphasized that creating a balanced, transparent, and understandable taxation model is one of the key factors in the development of a civilized lobbying market in Ukraine. Upcoming legislative changes should ensure legal certainty, promote ethical professional conduct, and create favorable conditions for the development of the lobbying industry.
As part of the discussion, a decision was made to begin collecting proposals from attorneys and other professionals who engage in or plan to engage in lobbying activities. The recommendations received will be summarized, analyzed, and used in preparing proposals for amendments to the Tax Code of Ukraine for further consideration by the relevant committee of the Verkhovna Rada of Ukraine.
The Ukrainian National Lobbyists Association supports an open, professional dialogue on improving lobbying legislation and calls on the expert community to participate in shaping modern rules for lobbying activities in Ukraine.
Proposals regarding the taxation model for lobbying activities will be accepted until August 1.
