Dmytro Buzanov launched “lobbyst.com.ua,” an analytical portal on the lobbying market in Ukraine
The platform organizes open data from the NACP’s Transparency Registry and reveals connections between lobbyists, government agencies, public officials, policy areas, and legislative proposals.
On August 3, 2026, during a public presentation, Dmytro Buzanov, a representative of the lobbying community, introduced the lobbyst.com.ua project — an independent analytical portal designed to make information about the lobbying services market in Ukraine clear, accessible, and suitable for practical analysis.
The platform is based on public information from the Transparency Register of the National Agency for the Prevention of Corruption. The portal does not replace the official register and does not evaluate the activities of individual lobbyists, companies, or officials. Its purpose is to organize open data, highlight the connections between them, and simplify the search for information for the professional community, journalists, civil society organizations, and anyone researching public policy formation.
According to Dmytro Buzanov, the idea for the project arose due to the complexity of conducting a comprehensive analysis of the information contained in the official registry. To determine who interacted with which government agency on what issue and in whose interest, users had to manually sift through a large number of records and reports. Journalists, in particular, were involved in developing the technical specifications and helped identify which data and connections are most important for their day-to-day work.
During the presentation, it was reported that as of August 3, 2026, there were 202 registered lobbying entities in the registry, of which 174 had active status. These figures are updated daily as the platform synchronizes with the NACP’s open data. The platform allows users to view not only the number of entities and submitted reports, but also the declared lobbying issues, interactions with government agencies, policy areas, and market trends.
A separate section contains profiles of lobbying entities, including their details, contact information, semi-annual reports, and a chronological record of their registration and declared interactions. On the portal, you can also see which officials and government agencies were involved, which bills were the subject of lobbying, and how many entities worked on a single issue.
To improve the accuracy of the analysis, data from reports is cross-referenced with other official open sources, including information from the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, and the NACP’s registries. This allows us to verify information about members of parliament, government officials, the composition of government bodies, and the status of legislative proposals, as well as to identify potential inaccuracies in the source data.
The features of lobbyst.com.ua include a dashboard with aggregated statistics, pages for government agencies and officials, bill profiles, analytics across 20 policy areas, and a timeline of changes to the registry. Users also have access to explanatory materials on legal requirements, the registration process, reporting deadlines, and penalties for violations. The full set of open data can be obtained free of charge for personal analysis and journalistic research without registering on the platform.
This project demonstrates how open government data can be transformed into a practical tool for public oversight and professional analysis. By mapping the entire chain—from the entity and subject of lobbying to the public official, government agency, or legislative proposal—contributes to a better understanding of the actual state of lobbying in Ukraine and helps establish the perception of this activity as a legitimate, accountable, and transparent mechanism for representing interests.
