Lobbyists are calling on the Verkhovna Rada to urgently adopt amendments to protect foreign investors in industrial parks

The Ukrainian National Lobbyists Association is calling on members of parliament to immediately review and adopt a package of legislative amendments aimed at strengthening the protection of foreign investors in Ukraine. This involves improving the Law of Ukraine “On Industrial Parks,” establishing international mechanisms to guarantee investments, and simplifying the conditions for foreign businesses to enter the Ukrainian market.

The issue was discussed on October 30 during a roundtable titled “Industrial Parks of Ukraine: Investment and Industrial Reconstruction,” which took place at the Ukrinform news agency.

According to data presented during the event, there are 130 registered industrial parks in Ukraine, but only slightly more than 40 are actually operational. Total investment in this sector amounted to 45.18 billion hryvnias as of the end of the first quarter of 2026.

At the same time, the share of foreign capital remains critically low—about 3 percent. Participants cited war risks, insufficient legal protection for investments, and infrastructure problems as the main obstacles for international investors.

Specifically, electricity is available in only 46% of industrial parks, and water supply in 40%.

During the discussion, Oleksiy Shevchuk, chairman of the Ukrainian National Lobbyists Association, emphasized that industrial parks should become one of the key tools for reviving Ukrainian industry and attracting international capital.

According to him, the association, together with its team, is developing legislative proposals for the government and the relevant committees of the Verkhovna Rada. Their goal is to remove barriers for foreign investors and establish clear and predictable rules for doing business in Ukraine.

Among the key legislative proposals are:

  • Strengthening international investment protection. Introducing mechanisms that will allow foreign investors to utilize international legal instruments, including foreign arbitration.
  • Differentiation of industrial parks. Creation of separate categories based on specialization: eco-parks, energy parks, digital and technology parks, as well as sites for the production of dual-use goods.
  • The “4 × 4” Tax Model. Introduction of a four-year transition period with a gradual annual increase in the tax rate of four percentage points.
  • The Role of the Industrial Park Operator. Establishing a mechanism for providing comprehensive support to foreign companies through a “one-stop shop” approach—ranging from legal and accounting services to logistics, insurance, and human resources support.
  • Insurance against war risks. Establishing mechanisms for compensating losses in the event of damage to production facilities, loss of equipment, or forced cessation of business operations.

“One operator. One window. One straightforward mechanism for entering the market,” said Oleksiy Shevchuk, outlining the proposed approach to supporting international investors.

A separate initiative should be an international investment roadshow—a presentation of the opportunities offered by Ukrainian industrial parks to potential partners and investors abroad. Among the proposed targets is achieving a 25% annual increase in investment in designated border regions in 2027–2028.

UNLA emphasizes the need to move from declarations of investment attractiveness to concrete legislative guarantees. For international businesses, it is not only tax incentives or access to infrastructure that matter, but also the predictability of the legal environment and effective mechanisms to protect invested capital.

The adoption of the relevant amendments to the Law of Ukraine “On Industrial Parks” should be one of the steps toward building a competitive industrial infrastructure, attracting foreign investment, and reviving Ukraine’s economy.
