The Ukrainian National Lobbyists Association of Ukraine and the National Association of Polygraph Examiners of Ukraine signed a strategic Memorandum of Partnership

October 9, 2025, Kyiv – The Ukrainian National Lobbyists Association (UNLA) and the National Association of Polygraph Examiners of Ukraine (NAPU) have officially signed a Memorandum of Partnership and Cooperation, taking an important step in shaping a sustainable, transparent and ethical architecture of professional activity in Ukraine.

Partnership for trust and development

The signing of the Memorandum demonstrated the consolidation of efforts of two key professional associations in the direction of institutional development of lobbying and polygraphy.
Cooperation between the organizations is based on the principles of mutual respect, constructive dialogue and financial independence of the parties.

The document envisages joint actions in three key areas:

  • Legislative improvement – coordination of efforts to improve national legislation and exchange of lawmaking initiatives;
  • Education and professional standards – conducting joint educational programs, seminars, trainings, and promoting the profession of polygraph examiner and lobbyist;
  • Ethical Standards – expert support for initiatives aimed at developing integrity and improving legal culture in public administration.

Participation of industry leaders

The signing ceremony was attended by Volodymyr Vedmid, Head of the National Association of Legal Professionals, and Oleksiy Shevchuk, Chairman of the Board of the National Association of Legal Professionals.

The event was also attended by Ukrainian MP Oleksandr Fediyenko, who noted the importance of inter-association cooperation as a mechanism for building trust between government institutions, business and civil society.

“This Memorandum is not just a formality. It is an example of how professional communities can take on the role of responsible participants in social processes, creating a culture of ethics and transparency,” emphasized Oleksiy Shevchuk.

A new level of “diplomacy of professions”

The signing of the Memorandum between the UNLA and the NAPU demonstrates a new level of “diplomacy of professional communities” – a partnership aimed at developing institutional trust, strengthening professional standards and implementing European principles of good governance in Ukraine.
