A new architecture of interaction between business and government is being formed in Ukraine: Ukrainian National Lobbyists Association joins forces with UADUT Cluster
On October 28, 2025, the Ukrainian National Lobbyists Association (UNLA) and the Ukrainian Dual-Use Technology Cluster (UADUT Cluster) officially cemented their partnership by signing a Memorandum of Cooperation. This step was a response to the new regulatory realities that followed the entry into force of the Law on Lobbying in September 2025. The new law establishes clear rules for interaction between business, the public sector and government agencies.
For the UADUT Cluster, which brings together manufacturers and developers in the field of defense and dual-use technologies, this agreement opens up a formalized opportunity to represent the interests of its members.
Protecting the interests of producers
Cooperation with UNLA will allow UADUT Cluster to work on a number of key issues for the industry:
- Support and development of dual-use innovations.
- Creating favorable conditions for attracting investment.
- Formation of government initiatives to support production.
- Integration of the Ukrainian defense and dual-use sector into the European market.
Education and analytics for quality communication
The joint plans of UADUT Cluster and UNLA are not limited to representation. The partners will focus on strengthening both organizations as a whole in the following areas:
- Training programs on representation of interests and rules of communication with government agencies.
- Analytical research to prepare balanced proposals.
- Public events to demonstrate Ukrainian dual-use developments at the global level.
This agreement is an important milestone for the Ukrainian National Lobbyists Association and the Ukrainian Dual Technology Cluster, as it symbolizes the transition from an informal approach to systematic work on representing the interests of Ukrainian innovators and manufacturers at the national level and abroad.
