MES supported the initiatives of the Ukrainian National Lobbyists Association to improve the legislation on lobbying
The Ministry of Education and Science of Ukraine has supported the initiatives of the Ukrainian National Lobbyists Association (UNLA) aimed at improving the provisions of the Law of Ukraine “On Lobbying”. This position is set out in an official letter from the Ministry, which is yet another confirmation of the relevance of systemic lobbying reform in Ukraine.
The Ministry of Education and Science emphasized that the Ministry, as the main body in the system of central executive authorities that ensures the formation and implementation of state policy in the areas of education, science, innovation and technology transfer, acts in accordance with the Constitution of Ukraine, laws of Ukraine and the Regulation on the Ministry of Education and Science of Ukraine, approved by the Cabinet of Ministers of Ukraine No. 630 of October 16, 2014.

We would like to inform you that the Ministry of Education and Science of Ukraine considers the amendments to the Law of Ukraine “On Lobbying” proposed by the Ukrainian National Lobbyists Association to be quite reasonable and is ready to consider the relevant draft act in accordance with the procedure established by law.

At the same time, the Ministry positively assessed the proposals developed by the National Association of Lobbyists of Ukraine. The Ministry of Education and Science “considers the amendments to the Law of Ukraine “On Lobbying” proposed by the Ukrainian National Lobbyists Association to be quite reasonable and is ready to consider the relevant draft act in accordance with the procedure established by law.”
The UNLA emphasizes that such a position of the state body is an important step towards the formation of a high-quality, transparent and professional lobbying institute in Ukraine that will meet modern European practices of open representation of interests.
Today, the Ukrainian National Lobbyists Association continues to work actively on institutionalizing the industry, improving legislation and introducing professional standards for lobbyists. Particular attention is paid to ethics, professional training and the development of clear qualification requirements for lobbying entities.
One of the key activities of the association is the development of a professional lobbyist standard, which should lay the foundation for the formation of a civilized market for lobbying services in Ukraine, increase public trust and ensure transparent interaction between the state, business and civil society.
The UNLA is convinced that the creation of an effective mechanism for legal regulation of lobbying will help improve the quality of government decisions, develop democratic institutions and harmonize Ukrainian legislation with European standards of public governance.
