Official announcement of the Ukrainian National Lobbyists Association on the first contract for lobbying services in the field of countering disinformation
Dear colleagues!
In response to the growing threats to the state’s information security and the systematic use of disinformation as a tool of hybrid aggression against Ukraine, the Ukrainian National Lobbyists Association initiated and coordinated interdisciplinary expert work on the preparation of the first comprehensive draft law on countering disinformation in a pro bono format.

The first lobbying services agreement was signed with lobbyist Irina Shapovalova.
The work involved lobbyists, lawyers, experts in public policy, information security, digital platforms, and European law. The Draft Law on Countering Disinformation was prepared with due regard to the standards of the European Union, the Council of Europe, and the case law of the European Court of Human Rights.
The developed Project provides for:
- legal definition of disinformation as a separate category of threats to national security;
- a differentiated system of liability depending on the intent, scale and consequences of information breaches;
- procedural safeguards against abuse and political pressure;
- institutional mechanisms for coordinating public authorities in the field of information space protection.
As of today, the said Draft Law on Countering Disinformation has already been submitted to the Verkhovna Rada Committee on Law Enforcement for further parliamentary processing by MP Hryhoriy Mamka, who is the Deputy Chairman of the Verkhovna Rada Committee on Law Enforcement, which makes it possible to protect the interests of society and the state within the framework of responsible and conscious influence.
The Ukrainian National Lobbyists Association considers this Draft Law on Countering Disinformation as an element of the formation of a modern architecture of Ukraine’s information sovereignty and confirms its readiness to continue to provide expert and public-political support for relevant legislative initiatives.
