Denys Keshkentiy appointed as a representative of the Ukrainian National Lobbyists Association in the Netherlands
The Board of the Ukrainian National Lobbyists Association (UNLA) has decided to appoint attorney and registered lobbyist Denys Keshkentiy as the official representative of the Association in the Netherlands. The appointment opens a new direction for the institutional presence of the UNLA in Western Europe.
Denys Keshkentiy is an international lawyer with over 30 years of experience at the intersection of law, public administration and international relations. He is the CEO and legal advisor of Key Legal Factors B.V. (Amsterdam), which specializes in representing Ukrainian interests in the EU institutions in the areas of sanctions, war crimes and Ukraine’s recovery. In 2023-2024, he was an advisor to the EU Sanctions Agency, an advisory structure that directly interacted with European institutions and diplomatic missions on sanctions policy against Russia.
Mr. Denys Keshkentiy was included in the NACP Transparency Register on September 3, 2025. His lobbying practice covers international and maritime law, sanctions compliance, investment protection, as well as support of Ukrainian shipping, port, agrarian and IT companies in the EU and US markets. He is a member of the Netherlands Bar Association (NJV) and an associate member of the International Criminal Court Bar Association (ICCBA).
Denys Keshkentiy holds a double master’s degree in international law (Swiss Montreux Business School, Switzerland, 2024) and a master’s degree in computer science (Atlanta College of Liberal Arts and Sciences, USA, 2025), as well as a doctorate in business administration from the United States. He received his initial legal education at the Odesa Maritime Academy (Master of Laws, 2000) and the Odesa Law Academy (Master of Public Administration, 2001). His specialized certificates include Company Compliance Officer from the Institute of Management, Technology and Finance (Portugal), EU Law course at Lund University (Sweden) and International Law course at Leiden University (Netherlands).
Denys Keshkentiy sees his task as the UNLA representative in the Netherlands as building a transparent and ethically oriented lobbying model integrated with EU practices. His plan includes the establishment of Ukrainian Lobbying Centers in the EU countries, development of a code of ethics for lobbyists with a focus on anti-corruption, organization of international lobbying trainings for young professionals, as well as active participation in the reforms of maritime and investment legislation to accelerate Ukraine’s European integration.
A separate area of activity is the creation of regional and thematic chapters of the UNLA in key jurisdictions: EU, USA and Asia. This will allow to coordinate lobbying efforts in the areas of sanctions policy, investment, transport and agricultural law, contributing to the global representation of Ukrainian interests. Mr. Keshkentiy is also the author of an analytical article on the problems of correlation between individuals and legal entities in the Law of Ukraine “On Lobbying” (October 2025), which drew the attention of experts to the systemic gaps in the current regulation.
