Berkeley Protocol in Ukraine: Ukrinform hosts a professional discussion on digital evidence and OSINT in criminal proceedings
According to Oleksiy Shevchuk, Chairman of the Board of the Ukrainian National Lobbyists Association, on Friday, May 22, 2026, at 13:30, Ukrinform will host a discussion on “Implementation of the Berkeley Protocol in Ukraine: from the international standard to the national procedural practice.”
The event is organized by the Ukrainian National Lobbyists Association.
The discussion will be moderated by Oleksiy Shevchuk, Chairman of the Board of the UNLA.

The event will be attended by:
- Iryna Hloviuk is a Doctor of Law, Professor of the Department of Criminal Procedure and Criminalistics at the State Internal Affairs Department, Honored Lawyer of Ukraine;
- Vasyl Kostytskyi – Doctor of Law, Professor, Honored Lawyer of Ukraine, Academician of the National Academy of Legal Sciences of Ukraine;
- Liudmyla Kozhura is a Doctor of Law, Professor, Director of the Vadym Hetman Kyiv National Economic University Law Institute;

Representatives of the Verkhovna Rada of Ukraine, the Office of the Prosecutor General, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the National Police of Ukraine, international organizations, human rights institutions, media and academia are also invited to participate.
Why it is important
The event aims to provide a comprehensive professional discussion of international standards for documenting digital evidence, the procedural status of OSINT materials in criminal proceedings in Ukraine, and the prospects for implementing the Berkeley Protocol in national law enforcement practice.
Special attention will be paid to the participants:
- documenting war crimes;
- the use of digital evidence in criminal proceedings;
- admissibility and authenticity of OSINT materials;
- practice of using photo, video and satellite images;
- the need to regulate the standards for working with digital evidence;
- forming a unified interagency methodology for documenting international crimes.
The event will serve as a platform for open professional dialog between representatives of the legal community, law enforcement agencies, academia, and digital security experts.
