UNLA presented the Roadmap for Lobbyist-MP Cooperation: Transparency, Legality, Trust, Results

Today, on May 1, 2026, a press conference of the Ukrainian National Lobbyists Association was held in Kyiv to present the Roadmap for Lobbyist-MP Cooperation.

The event was attended by leading representatives of the association:

  • Oleksiy Shevchuk, Chairman of the Board of the Ukrainian National Lobbyists Association;
  • Vitaliya Globa, representative of the Ukrainian National Lobbyists Association;
  • Violetta Sukhanova, member of the Ethics Council of the Ukrainian National Lobbyists Association, conflict of interest expert;
  • Valeria Golovanova, lobbyist, head of the Ukrainian National Lobbyists Association in Sumy region;
  • Vladyslav Hrytseniuk, lobbyist, head of the Ukrainian National Lobbyists Association in Odesa region;
  • Vadym Vashchenko, deputy of the Sumy Regional Council.

The participants discussed the practical implementation of the Law of Ukraine “On Lobbying” and the tools that allow to influence the legislative process in an open, legal and effective manner.

A separate block of discussion was devoted to the legal framework and principles of lobbying. Violeta Sukhanova emphasized that lobbying in Ukraine is finally being formed as a legally regulated tool for interaction with MPs, based on the principles of transparency, integrity and accountability. An important element is the mandatory verification of entities in the NACP’s Transparency Register, which actually becomes an entry point for legal interaction.

Another important topic was the practical interaction of lobbyists with MPs. Ms. Valeriia Golovanova discussed in detail the sequence of effective work: from initiating meetings and discussing issues to preparing analytical materials and proposals that can form the basis of legislative initiatives. It was emphasized that the final decision always rests with the MP, after which the initiatives are considered by the relevant committees of the Verkhovna Rada.

Particular attention was paid to restrictions, risks and liability in the field of lobbying. Vladyslav Grytseniuk emphasized the categorical prohibition of any form of undue advantage, informal agreements or illegal influence on MPs. Violation of these principles entails not only legal liability, but also serious reputational risks for all parties to the process.

In the context of these discussions, special attention was paid to the Lobbyist-MP Roadmap, a detailed step-by-step algorithm for interaction between registered lobbyists and MPs.

The Roadmap includes 7 key steps of interaction, starting with mandatory verification of registration in the NACP Transparency Register (Step 0) and ending with voting in the Verkhovna Rada. The document emphasizes the principles of transparency, legality, trust and results, and clearly distinguishes between legal lobbying and corrupt practices, providing for criminal liability for violations.

“We are creating a tool that will bring Ukrainian lobbying to the European level. It is not only the rules of the game, but also a practical guide on how MPs can work with lobbyists while maintaining full transparency and compliance with the law,” the roadmap developers said.

The discussion also emphasized the importance of publicity and open discussion of legislative initiatives, as well as transparent passage of all stages of the legislative process, which is a key prerequisite for public trust in the lobbying institution.

The participants of the press conference emphasized that the Roadmap will be a useful guide for lobbyists, MPs, their assistants, and journalists covering the legislative process.
