The inaction of the parliamentary tax committee could cost the state billions of hryvnias

The Ukrainian National Lobbyists Association emphasizes the need for an urgent resolution of issues related to the taxation of lobbying activities. The lack of clear and uniform rules creates legal uncertainty for the professional community and could result in significant losses to the state budget.

Even after the Law of Ukraine “On Lobbying” took effect, key practical questions remain unresolved: which tax system to apply, how to keep records of income and expenses, and whether such activities can be carried out as independent professional activities.

In an effort to find mutually acceptable solutions, UNLA held a public discussion involving lobbyists, attorneys, and experts, and repeatedly approached the Verkhovna Rada Committee on Finance, Tax, and Customs Policy with a proposal to hold a working meeting.

At the same time, no substantive dialogue with the relevant committee has taken place to date. The Association believes that further delays not only complicate the proper fulfillment of tax obligations by lobbying entities but also create the risk that the state will lose out on significant tax revenues.

Lobbyists emphasize the need for an urgent meeting between representatives of the professional community and the chair of the relevant parliamentary committee. Such a dialogue should ensure the development of clear, predictable, and uniform approaches to the taxation of lobbying activities.

The Ukrainian National Lobbyists Association is ready to provide the Committee with its proposals and a summary of practical issues raised by market representatives. The Association calls for a shift from correspondence to substantive collaboration, which should result in clear rules that will facilitate the lawful work of lobbyists and ensure adequate funding for the state budget.
