Public Consultation on the Draft Professional Standard “Lobbying Professional (Lobbyist)”
The non-governmental organization “Ukrainian National Lobbyists Association” announces the launch of a public consultation on the draft professional standard “Lobbying Professional (Lobbyist).”
In accordance with paragraphs 10–14 of the Procedure for the Development, Adoption, and Revision of Professional Standards, approved by Resolution No. 373 of the Cabinet of Ministers of Ukraine dated May 31, 2017 (as amended), a draft professional standard prepared by the working group is submitted for discussion.
The purpose of the discussion is to gather and review suggestions and comments from stakeholders regarding the content of the draft, specifically the descriptions of job functions, professional competencies, and learning outcomes.
Lobbying entities, employers and their associations, representatives of labor unions, educational institutions, research institutions, civic organizations, state authorities, and local government bodies, as well as other interested legal entities and individuals, are invited to participate.

DEADLINE AND FORMAT FOR SUBMITTING PROPOSALS AND COMMENTS
The public consultation will take place from October 22, 2026, through November 22, 2026, inclusive.
Proposals and comments must be submitted in writing using the form provided in the file (in .doc or .docx format) to the following email address: [email protected]:

Please include the following in the subject line of your email: “Public Discussion of the Professional Standard ‘Lobbying Professional (Lobbyist)’.”
The submission must include the name of the legal entity or the first and last name of the individual, as well as the contact information of the person submitting the proposal or comment—an email address and phone number.
Anonymous suggestions and comments, as well as suggestions that are not related to the subject of the public discussion, will not be considered.
TIMELINE AND METHOD FOR PUBLISHING THE RESULTS OF THE DISCUSSION
The suggestions and comments received will be reviewed by the working group tasked with developing the draft professional standard.
The results of the discussion will be posted on the official website https://unla.org.ua of the Ukrainian National Lobbyists Association during the period in which the draft professional standard is being developed.
