Professional Dialogue on the Future of Lobbying: a meeting with MP Ihor Molotok took place in Kyiv
On April 24, 2026, Kyiv hosted a professional discussion meeting of the Higher School of Lobbying, organized by the Ukrainian National Lobbyists Association, which brought together representatives of the expert community, the public and the legislature to discuss the future of the lobbying institution in Ukraine.
The key participant of the meeting was MP Ihor Molotok, who joined the open dialogue on the role of the parliament in creating transparent and understandable mechanisms of interaction between the state and society. The participants discussed a number of pressing issues facing the country today in the context of establishing a civilized lobbying market.
Special attention was paid to improving the legal and regulatory framework in this area. The participants emphasized that the lack of clear rules creates space for manipulation and at the same time hinders the development of professional lobbying as a legitimate tool of democratic influence. In this context, they discussed the need for legislative regulation of the requirement for higher education for lobbyists, their rights and obligations, as well as mechanisms for monitoring their activities.
Another important topic was the transparency of decision-making processes. The panelists emphasized that openness and accountability of the authorities are basic prerequisites for public trust. That is why the introduction of clear standards of interaction between MPs and representatives of interests should become one of the priorities of legislative work.
The meeting also served as a platform for establishing a dialog between different stakeholders. Representatives of the parliament, the expert community, and civil society organizations exchanged practical experience and vision of what an effective lobbying communication model should look like.
The discussion resulted in an important decision: UNLA representatives will initiate the development and further presentation of a roadmap for the interaction between MPs and lobbyists. This document should become a practical algorithm of actions that will define clear, transparent and ethical rules of cooperation between the parties. It is expected that this initiative will not only streamline the processes but also contribute to the formation of a professional lobbying market in Ukraine.
The participants of the event expressed their conviction that such discussions are necessary for the gradual destruction of stereotypes around lobbying and its transformation into an effective tool of democratic governance.
