NALU claims failure in Diia to allow Lviv region businesses to receive grants

UNLA URGENTLY APPEALS TO THE GOVERNMENT: Lviv region artificially cut off from grants for the processing industry due to a failure in Diia

The Ukrainian National Lobbyists Association calls on the Cabinet of Ministers of Ukraine, the Ministry of Economy and the Ministry of Digital Transformation to immediately resolve the critical technical problem that has deprived processing companies in Lviv region of access to state grants under the Cabinet of Ministers of Ukraine No. 739 since the beginning of 2026.

What’s going on?

For almost two months in a row, entrepreneurs in Lviv Oblast have been unable to apply for a grant through the Diia portal. At the 3rd step of filling out the form, the system produces a persistent technical error that completely blocks further processing of the application. At the same time, businesses in other regions of Ukraine use the service without any obstacles and successfully receive state funding.

Contacting Diia’s technical support service was fruitless.

Why is this a national problem?

This is not just a technical bug. This is actual regional discrimination against business entities in the Lviv region, which directly contradicts Article 24 of the Constitution of Ukraine and the principle of equal access to state support programs.

Until the error is fixed, Lviv region’s enterprises are losing money every day:

  • the possibility of modernizing production facilities;
  • a chance to create new jobs;
  • resources to pay taxes to local and state budgets;
  • trust in the digital state as such.

What UNLA requires:

  • immediately conduct a technical investigation into the causes of the region-specific error;
  • eliminate the failure as soon as possible;
  • until the situation is fully resolved, introduce a temporary alternative mechanism for submitting applications for Lviv region enterprises;
  • officially inform the association and the business community about the causes, timing, and scope of the problem.

An official appeal has already been sent to the acting Minister of Digital Transformation Oleksandr Borniakov.

UNLA is ready to provide screenshots of the error, contacts of the affected companies and any technical information that will help solve the problem quickly.

Further delay will cause irreparable economic damage to the Lviv region and undermine Diia’s reputation as a benchmark for the state’s digital services. We look forward to a principled and prompt response from the government.
