The Ukrainian National Lobbyists Association is launching a public discussion on amendments to the Law “On Lobbying”
The Ukrainian National Lobbyists Association announces the start of a public discussion on the draft amendments to the Law of Ukraine “On Lobbying” and the Code of Ukraine on Administrative Offenses.
The purpose of the proposed changes is to ensure transparency regarding influence on the process of adopting regulatory acts concerning the foundations of the state system and the organization and functioning of state authorities. In particular, it is proposed to extend the requirements for registration in the Transparency Register to individuals and organizations that engage in activities aimed at influencing such decisions, regardless of whether they have a commercial interest.
The bill provides for amendments to the Law of Ukraine “On Lobbying” as well as to the Code of Ukraine on Administrative Offenses, establishing liability for engaging in such activities without obtaining the status of a lobbying entity.
UNLA invites representatives of government agencies, civil society organizations, the expert community, academics, the business community, and all interested parties to join the discussion on the proposed changes.
The public comment period will run through September 1, 2026.
